HR Business Partner (HRBP) Model
Advancing HR Modernization at UMass Amherst
Under the HR Modernization Plan, the HR Business Partner (HRBP) model establishes a centrally aligned, strategically deployed HR function that delivers consultative support to colleges and administrative units while ensuring consistency across the institution.
HRBPs serve as trusted strategic advisors to Deans, Vice Chancellors, and unit leaders. Operating within a centralized HR structure, HRBPs connect enterprise-wide expertise—through Centers of Excellence and the Employee Experience Unit—to the unique operational needs of each college or division.
This model strengthens alignment between unit priorities and university-wide HR standards, promotes service clarity, and enhances the overall employee experience.
Key Objectives of the HRBP Model
- Align workforce strategy with college and unit priorities
- Provide proactive consultation on organizational design and workforce planning
- Strengthen leadership capability through coaching and advisory support
- Ensure consistent interpretation and application of HR policies and standards
- Serve as a bridge between units and HR Centers of Excellence
- Promote accountability, service ownership, and clear escalation pathways
Structural Design
- Centralized Alignment with Strategic Deployment
- HRBPs report centrally through the Office of Human Resources
- Teams are organized by portfolio (e.g., academic colleges, research, administrative divisions)
- Shared service delivery ensures consistency and scalability
Embedded Support Where Appropriate
- In large or complex colleges (e.g., the College of Natural Sciences), HRBPs may be embedded to provide deeper partnership and day-to-day collaboration while maintaining central alignment.
Partnership with HR Centers of Excellence
HRBPs are part of the Employee Experience Unit and collaborate closely with:
- Compensation
- Talent Acquisition
- Labor Relations
- HR Systems & Technology
- Continuous Process Improvement
This structure ensures that units receive consultative support while specialized HR functions remain standardized and strategically managed.
Core HRBP Responsibilities
- Strategic alignment of HR initiatives to unit and university goals
- Workforce planning and talent strategy development
- Organizational design and change management support
- Leadership coaching and employee relations guidance
- Collaboration with COEs to implement enterprise programs and initiatives
- Use of data and service metrics to inform decision-making
