Workforce Transition and Organizational Alignment
As part of the Office of Human Resources Modernization initiative at University of Massachusetts Amherst, the university worked collaboratively with employees and campus leadership to thoughtfully align HR responsibilities and services within the new operating model. The transition process was designed to prioritize transparency, continuity of service, and respect for the expertise and professional interests of existing staff.
Throughout the planning process, employees in decentralized college and unit-based HR roles were provided opportunities to explore where their work and professional focus best aligned within the future model. Some employees chose to transition into the Office of Human Resources roles to support university-wide HR operations and strategic partnership functions. Others elected to remain within their colleges or divisions, continuing to focus on operational support and specialized work directly connected to faculty, students, and local departmental priorities.
Because many individuals within the colleges chose to remain in their existing areas to support college-based operations, the university initiated recruitment efforts to establish dedicated Human Resources Business Partner (HRBP) roles within the new HR structure. These positions are critical to strengthening strategic HR partnership, leadership support, workforce planning, employee relations consultation, and organizational effectiveness across campus.
In addition to the college-based transitions, several operational teams from Administrative & Finance (A&F) and Student Affairs and Campus Life (SACL) also transitioned into the new HR model. This included employees supporting recruiting, payroll, and leave administration functions. Bringing these services into a more integrated HR structure supports greater consistency, service coordination, operational efficiency, and improved employee support across the university.
The modernization effort reflects a long-term investment in building a more aligned, service-oriented, and sustainable Human Resources organization while continuing to support the unique operational and academic needs of colleges, schools, and administrative divisions across UMass Amherst.
