College Personnel Committee (CPC) Information & Guidance

Roles & Responsibilities of the CPC:

Please refer to the MSP Contract on Faculty Roles and Responsibilities in Personnel Matters (Article XI) and Faculty Personnel Standards and Procedures (Article XII) and the Redbook, primarily pages 13 -15.

For more detailed steps, please review The Redbook and the CBA.

Additional useful Personnel Information, including an annual "Tenure and Promotion Letter" from the Vice Provost for Academic Personnel, are found at the following website: https://www.umass.edu/academic-hr/tenure-promotion-process

The following are personnel review processes conducted routinely and periodically by the CPC:

  • Reappointments through tenure decision year
  • Promotion to the ranks of associate professor and professor and the award of tenure
  • Interim Dean (request from Provost Office)
  • Associate Dean (request from Dean)
  • Exceptional Merit (per the Exceptional Merit MSP Agreement)

Formation and Membership of the CPC:

The following excerpt from the MSP Union Contract, Section 12.4, which is the same is in Section 3.1.b of the "Redbook", describes the basis for formation of the CPC:

"In each college or school there shall be a personnel committee of the faculty to review departmental level recommendations. The committee shall be chosen by procedures established on each campus in a manner designed to represent the interests of the faculty of each faculty, college or school. Said committee shall forward its recommendation to the appropriate dean."

Procedures for determining the COE CPC membership have traditionally been as follows:

  1. The faculty within each COE Department elects one tenured faculty member, typically but not necessarily a full-professor, to serve on the CPC, typically but not necessarily for a three-year term beginning in the Fall of each academic year.
  2. The CPC faculty members are not voting members of their home Department Personnel Committee {DPC) for personnel actions.
  3. The CPC members designate a chairperson from among the members at the first Fall meeting of each academic year.
