Steven Tupper ’09, ’ 11 MS is the Deputy Director of the Cape Cod Commission, the regional land use planning, economic development, and regulatory agency for Cape Cod. In this role, he leads a multi-disciplinary team dedicated to preserving Cape Cod's unique character and quality of life by addressing the region’s most pressing challenges. His efforts focus on advancing major infrastructure projects that improve residents’ lives while protecting the region’s environment. Tupper began his career at the Commission as a summer traffic technician, transitioning to a full-time role as Transportation Planner in 2011 and later advancing to Transportation Program Manager. His work has centered on transportation, where he has led major corridor studies, numerous transportation safety initiatives, and significant bicycle and pedestrian projects. He also guided the development of the Cape Cod Regional Transportation Plan. Beyond transportation, Tupper has been a leader in climate change planning. He contributed to the creation of Cape Cod’s first Climate Action Plan, spearheaded resilience projects, and led initiatives to mitigate the impacts of climate change.  
 
A licensed Professional Engineer in Massachusetts, Tupper has been actively involved with the Institute of Transportation Engineers (ITE) since his time at UMass Amherst. He has held several leadership roles within ITE, including leading the UMass student chapter to win three Outstanding Student Chapter Awards. Tupper is also a frequent speaker at regional and national conferences, where he enjoys sharing insights and engaging on transportation and infrastructure topics. He lives with his family on a cranberry bog on Cape Cod, alongside his wife, son, and their golden retriever.
