Flags Lowered for Rochester Marine

Gov. Charlie Baker has ordered that the United States and Commonwealth flags be lowered to half-staff at all state buildings from sunrise until sunset on Friday, Feb. 16, the day of interment, in honor of Marine Pfc. William Becket Kiernan of Rochester, who died Feb. 4.
