Flags Lowered to Honor Retired State Senate Clerk

Gov. Charlie Baker has ordered that the U.S. and Commonwealth of Massachusetts flags be lowered to half-staff from sunrise until sunset at all state buildings on Wednesday, Oct. 5, the day of interment, in honor of retired Massachusetts State Senate Clerk William Frederick "Billy" Welch, of Milford, who died on Oct. 1. Clerk Welch will be laid to rest at the Sacred Heart Cemetery in Milford on this date.
