Use the university’s predetermined Facilities and Administrative (F&A) Cost Rates as applicable to the sponsor, project type, and whether project is on- or off-campus to calculate the indirect cost rate for all research proposals submitted within each applicable period, unless the sponsor has a published policy requiring another F&A rate.

  • Modified Total Direct Costs (MTDC): Base is calculated as follows: Modified total direct costs, consisting of all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel and up to the first $25,000 of each subaward (regardless of the period of performance of the subawards under the award). Modified total direct costs shall exclude equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs and the portion of each subaward in excess of $25,000. Other items may only be excluded when necessary to avoid a serious inequity in the distribution of indirect costs, and with the approval of the cognizant agency for indirect costs.
  • Total Direct Costs (TDC): Calculate indirect costs on total direct project costs.
  • Tuition Charges are always excluded from indirect cost (IDC) calculations.

Fringe benefits applicable to direct salaries and wages are treated as direct costs. They are the rates identified in the Massachusetts Statewide Cost Allocation Plan. This rate is comprised of Group Insurance and Retirement. The combined rate must be applied to all benefited personnel on any awards. See Current Fringe Rates. Fringe rate details are posted by the Budget Office. 

The FY2026 Academic Year GEO Graduate tuition charge to grants with a proposal date of July 1, 2017 or later will increase to $16,472 per GEO FTE, the FY26 In-State Graduate Tuition Rate. As of FY2018, the campus began to phase in a tuition charge structure that would bring the tuition charge on grants in line with our peers and equal to 100% of in-state graduate tuition.  Grants and contracts with a proposal date prior to July 1, 2017 will continue to see an annual increase of 5% to their tuition charge until the charge is equal to the in-state graduate tuition rate ($15,475 for FY2026).

The tuition charge is not assessed indirect cost charges.

For Cost Sharing of tuition credit, if allowable under federal Cost Accounting Standards, (see Cost Share Requirements & Procedures) use the blended rate of $2,500 per RA semester.

If a COLA is applied to the budget, the same COLA should be applied to all applicable budget items, including salaries, campus charges such as those for Centralized Core Facilities, and tuition charges. For more information, see: Cost of Living Adjustment.

Senior personnel: Principal Investigators and senior/key personnel are subject to the Minimum Effort on Sponsored Projects Requirement, which requires 1% minimum effort for each project year on all federally-funded awards. See the MSP contract for salary floors and promotional increase amounts.

Post-doctoral fellows: The current Postdoctoral Researchers Organizing (PRO) contract in effect from 9/1/2023 through 8/31/2026 requires minimum salary floors based on experience level. Appointing authorities may continue to compensate postdocs at salary rates above the salary minimum at the time of appointment, reappointment, anniversary date, and/or as a merit increase at any time.

Graduate Research Assistants: Minimum hourly rates are negotiated by the Graduate Employee Organization (GEO). The current FY26 campus minimum hourly rate is $38.89 per hour. The FY27 minimum rate will be $41.24. See more information about Graduate Assistantships and the Graduate Employee Organization (GEO) which negotiates the stipend rate.

Undergraduate student appointments (or Graduate Hourly positions): Commonwealth of MA minimum wage laws apply. Effective January 1, 2023: $15.00/hour

Congress restricts the amount of salary paid to an individual under an HHS grant, cooperative agreement, or applicable contract to a rate no greater than Executive Level II of the 2026 Executive Schedule Pay Table.

Effective January 1, 2026, the salary limitation for Executive Level II is $228,000. As a reminder, effective October 1, 2024, this mandate applies to both direct salaries (individuals working directly on NIH projects) and indirect salaries (executive salaries in various uncapped cost pools). NIH announced the 2026 level in an January 28, 2026 notice.
