- Modified Total Direct Costs (MTDC): Base is calculated as follows: Modified total direct costs, consisting of all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel and up to the first $25,000 of each subaward (regardless of the period of performance of the subawards under the award). Modified total direct costs shall exclude equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs and the portion of each subaward in excess of $25,000. Other items may only be excluded when necessary to avoid a serious inequity in the distribution of indirect costs, and with the approval of the cognizant agency for indirect costs.

Fringe benefits applicable to direct salaries and wages are treated as direct costs. They are the rates identified in the Massachusetts Statewide Cost Allocation Plan. This rate is comprised of Group Insurance and Retirement. The combined rate must be applied to all benefited personnel on any awards. See Current Fringe Rates. Fringe rate details are posted by the Budget Office.
Effective 7/1/2024 the FY2025 academic year GEO Graduate Tuition charge to grants with a proposal date of July 1, 2017 or later, will increase to $15,915 per GEO FTE on a single account, equal to 100% of in-state graduate tuition. The rate is assessed for all grad appointment types for GEO members during FY2025. As outlined in Article 2 of the GEO/university contract, a full-time FTE is equal to 760 hours or more of employment for the year. If the student is employed on more than one project, the charge is pro-rated to each project based on the number of hours worked on each project. Summer appointments are not subject to tuition charges. Tuition Charges are exempt from indirect costs calculations. For proposals on or after July 1, 2017, the same COLA should be applied to all applicable budget items, including salaries and tuition charges. Please note: grants and contracts with a proposal date prior to July 1, 2017 will be charged $14,738 per GEO FTE In FY2025 and continue to see an annual increase of 5% to their tuition charge until the charge is equal to the in-state graduate tuition rate.

For Cost Sharing of tuition credit, if allowable under federal Cost Accounting Standards, (see Cost Share Requirements & Procedures) use the blended rate of $2,500 per RA semester.
If a COLA is applied to the budget, the same COLA should be applied to all applicable budget items, including salaries, campus charges such as those for Centralized Core Facilities, and tuition charges. For more information, see: Cost of Living Adjustment.
Senior personnel: Principal Investigators and senior/key personnel are subject to the Minimum Effort on Sponsored Projects Requirement, which requires 1% minimum effort for each project year on all federally-funded awards. See the MSP contract for salary floors and promotional increase amounts.
Post-doctoral fellows: The current Postdoctoral Researchers Organizing (PRO) contract in effect from 9/1/2023 through 8/31/2026 requires minimum salary floors based on experience level. Appointing authorities may continue to compensate postdocs at salary rates above the salary minimum at the time of appointment, reappointment, anniversary date, and/or as a merit increase at any time.

Graduate Research Assistants: Minimum hourly rates are negotiated by the Graduate Employee Organization (GEO). The current campus minimum hourly rate is $32.66 per hour. See more information about Graduate Assistantships.
Undergraduate student appointments (or Graduate Hourly positions): Commonwealth of MA minimum wage laws apply. Effective January 1, 2023: $15.00/hour
Congress restricts the amount of direct salary paid to an individual under an HHS grant, cooperative agreement, or applicable contract to a rate no greater than Executive Level II of the 2024 Executive Schedule Pay Table.
Effective January 1, 2024, the Executive Level II salary cap level is $221,900. NIH announced the 2024 level and provided example salary calculations in a January 29, 2024 Guide notice.
