Secretariat Budget Director for the Executive Office of Health and Human Services

Lindsey is the Secretariat Budget Director for the Executive Office of Health and Human Services, providing oversight for all 12 of the Health and Human Service agencies for the Commonwealth.

Prior to this position, she was Director of Financial Integration for the MA Department of Public Health (DPH) where she implemented best practices from a financially strategic perspective to leverage resources, while achieving successful program outcomes.

Prior to her role at DPH, she was the Capital Budget Director at the MA Department of Conservation and Recreation (DCR) where she developed and managed the financial planning and resource allocation activities for DCR’s $150 million capital budget. Her first role in state government was as a Fiscal Policy Analyst at the Executive Office for Administration and Finance where she worked on environmental, energy, labor, healthcare, and workforce policy.

A proud alumna of UMass Amherst, Lindsey graduated in 2018 with a Bachelor of Science in Environmental and Natural Resource Economics. Prior to graduating, she was a student member of UWiL’s Board of Directors, a resident assistant, the Vice President of Resource Economics Society, a judicial intern in three different court systems, as well as an intern for the Baker Administration. Lindsey dedicated her undergraduate career to being involved in public service.
