Parking Citations

The majority of parking citations are entered into an electronic handheld device which is downloaded directly into our computer system every evening. However, some citations are handwritten. Handwritten citations can take two to three business days to appear in the system. Once a citation is in our system, you can pay for it or appeal it online. Pay citations / Appeal Citation

All monies collected from parking citations go directly into the University's Parking Scholarship fund which is administered by the Financial Aid Office.

Citations for reserved resident staff spaces near the dormitories are strictly enforced 24/7. Responsible parties will receive an email notification 1-2 business days after the violation. Violators may not receive a paper citation at the time of issuance.  To ensure that you receive this notification by email in a timely manner, please register your vehicle, as well as any visitor, and have all information current and up to date.

Parking Citation Disputes

A citation must be disputed within 14 days of issuance. Citation appeals should be made online at https://www.umass.edu/transportation/my-account

EXCEPTIONS:

  • Handicapped spaces - If you have a state-issued placard, contact the Special Needs Clerk to register your vehicle and obtain a UMass permit at no charge. Your fine will be waived at that time.
  • Meter violations - Meters have instructions on them that indicate that you may not park at a broken meter. If a meter is broken, please move your vehicle and call (413) 577-PARK to inform Parking Services.
  • Meters are enforced between the hours of 7 a.m. and 7 p.m.

Citation Re-Appeals

To dispute the outcome of a citation appeal, you may complete a Re-appeal Citation Form [PDF] may be filed with the Hearings Review Board, but must be submitted within 10 days of receipt of the original appeal decision. These appeals must be made in writing and should be sent to: Parking Services, University of Massachusetts, Room 139/Whitmore Bldg,  Amherst, MA 01003 – Attn.: Hearing Review Board. The hearing board reviews take place over Zoom only. The board does not meet in person.

The registered owner of the vehicle for which the citation was written is responsible for payment of the citation. All monies collected from parking citations go directly into the University's Parking Scholarship Fund which is administered by the Financial Aid Office.

Violations Not Eligible For Appeal

#01 HANDICAP AREA (no state-issued placard/plate or UMass special needs permit)

#21 METER/PAYSTATION VIOLATION—EXPIRED METER cannot be appealed.

Failure to Pay

Failure to pay outstanding citations may result in the inability to register for classes and/or withholding of transcripts/diploma. This is a policy of the Office of the Bursar. Failure to pay citation balance may also result in vehicle being marked at the DMV and/or sent to a collection agency. Failure to pay citation(s) in timely manner will result in additional late fees. DMV holds can only be released by payment of balance and by contacting UMass Parking Services.

Vehicles towed off UMASS Amherst campus can be retrieved from Ernie's Towing in North Amherst.
