Effective May 1, 2025

Covered individuals (Principal Investigators, Co-Principal Investigators, Key Personnel and other named individuals) must certify that they have “completed within one year of such application research security training”. The Deparment of Energy (DOE) interprets this as the 12 months immediately preceding the application date.

OPAS submissions must attest to the following for every proposal submission:

The applicant certifies to the best of its knowledge and belief that each covered individual who is employed by the applicant and listed on the application has completed a research security training program consistent with Section 10634 of the CHIPS and Science Act of 2022. To fulfill this requirement, UMass considers completion of the CITI courses Research Security Training or Research Security Training (Combined) within the 12 months immediately preceding the application date to be compliant with this requirement.

Proposals should not route if any listed person has not completed their research security training.

Checking each proposal prior to routing:

  1. In the Key Personnel Tab of Kuali, click Personnel.
  2. Open the information for each person and click Person Training Details.
  3. Check for Research Security Training in the list (there may be more than one page)
  4. Check to see if the date submitted is within the last 12 months.

Outcomes:

  • If the date for each UMass employee is within the last 12 months, proceed with routing (OR)
  • If the date for any person is not within the last 12 months, pause routing until the research security training is complete.
