A message to the campus from Mike Malone and Laura Vandenberg on 6/18/25.

Dear Colleagues, 

Earlier this week, the Association of Public and Land Grant Universities (APLU) and several other organizations representing institutions of higher education, including UMass Amherst, filed a lawsuit challenging the Department of Defense’s new policy to cap indirect costs (IDCs) on new proposals to 15% and to terminate and reissue existing grants at this new IDC rate. Yesterday, a judge granted a request for a Temporary Restraining Order (TRO) prohibiting the DOD from implementing this policy until further action from the court. An in-person hearing is scheduled for July 2, 2025. 

If you receive any communications from DOD about a proposal or award you have received from the DOD, please forward these messages to the Office of Post-Award Management (OPAM) ([email protected]) and the VCRE office ([email protected]). Please do not respond to them directly.  

PIs and research administrative staff should continue to submit proposals to the DOD at the federally negotiated IDC rate.
