The Indirect Rates for Department of Defense research grants and contracts is listed below. Federal rates apply for all Federal Sponsors or when Federal Sponsor is Prime Funder unless specified by the sponsor’s published guidelines. There may be exceptions allowed if mandated by the sponsor, so please check the RFA or BAA and ask OPAS if you are uncertain. 

Modified total direct costs, consisting of all direct salaries and wages, applicable fringe benefits, materials and supplies, services, travel and up to the first $25,000 of each subaward (regardless of the period of performance of the subawards under the award). Modified total direct costs shall exclude equipment, capital expenditures, charges for patient care, rental costs, tuition remission, scholarships and fellowships, participant support costs and the portion of each subaward in excess of $25,000. Other items may only be excluded when necessary to avoid a serious inequity in the distribution of indirect costs, and with the approval of the cognizant agency for indirect costs.

Administrative Considerations

Organization Details

  • When registering or starting your pre-proposal or full proposal in any system, please make sure that the correct organization is chosen. UMass is Massachusetts, University or, Amherst and designate Kristy Reese as the Primary Business Official to manage your files and submit.
  • Is there a limit to submissions per PI or organization? Check with OPAS if there is.
  • Is the PI eligible per the solicitation (i.e., position, citizenship)?
  • Is there a funding limit, or restriction on the project period? Be sure that your budget aligns.
  • Is the correct Federal agency designated as the Prime sponsor in Kuali?
  • Proposals will be submitted via Kuali S2S unless the solicitation or the PI request otherwise.

Preliminary Proposal

Is/was a preliminary proposal application required? If so, have the unique identification number that the agency assigned so it will be linked during the full submission.

Partnering Proposals

If you are partnering with another PI to submit a proposal, make sure that both PIs are submitting individual proposals that will link via the unique number they are given during the pre-proposal process.

Budget and

Project Period

Is there a time or project period requirement for start, end, length of project? Is cost sharing required? If so, does approval need to be obtained prior to OPAS’ review?

Human Subjects

Are Human Subjects involved, and have all IRB and other approvals been initiated, as needed? Address all prospective human subject involvement by answering the corresponding questions on the SF424 form.

Animal Use

Are Animals involved, and have all IACUC and other approvals been initiated, as needed? Address prospective animal subject and/or recombinant deoxyribonucleic acid (rDNA) involvement by answering the corresponding questions on the SF424 form.

Document Considerations

Title of Proposal

Is there a requirement to format the title using a specific acronym per the solicitation?

SFLLL Disclosure of Lobbying Activities

This is not always needed, so check the solicitation. If needed, OPAS will sign when submitting. The form can be found here.

SF424 and assigned number/code for Field 4a

Field 4a in the SF424 form is used if a PI has a number or code that is designated by the agency or the solicitation and must be entered for the sponsor to route the proposal submission properly. This code can be entered in the Sponsor & Program Information tab in Kuali. It should be entered in the Sponsor Proposal ID field.

SF424 and assigned number/code for Field 4b

Field 4b in the SF424 form is used if a PI has a number or code that is designated by the agency or the solicitation and must be entered for the sponsor to route the proposal submission properly. This code can be entered in the Sponsor & Program Information tab in Kuali. It should be entered in the Sponsor Program Code field.

Files

  • Are the required documents included?
  • Are the required documents titled according to the solicitation instructions?
  • Are the files attached in the correct order?
  • Each agency has their own restrictions on the type of attachments (e.g., .pdf,.xls,.docx) and file sizes allowed for a particular grant opportunity application package.
  • For Kuali, files should be flattened (not active/workable) when they are attached. To flatten, print to pdf and then attach the final pdf version.
  • Do any of the files (Supplemental or otherwise) need to be compiled into one pdf before attaching?
  • If applicable, mark the proposal and proposal sections that contain proprietary or confidential information. You must use the protective legend found at FAR 52.215- 1(e) Instructions to Offerors -- Competitive Acquisition to permit release to DOD’s outside evaluators.
  • Print to PDF before routing. To check the file order and ensure that they are mapping correctly, print to pdf in the S2S package. From the top click on Select for all the forms, and then click the Create PDF button at the bottom. This will generate a compiled pdf of the package to review.
