Juniper Katz, assistant professor of public policy, has co-authored a new article with Jennifer Kagan of the University of Hawaiʻi at Mānoa in The American Review of Public Administration titled "Who's responsible for environmental protection? An Examination of U.S. Federal District Court cases." The study examines more than 30 years of federal district court cases to understand how governments, nonprofits, and private actors use the courts to enforce environmental laws. Katz and Kagan find that nonprofits are especially active in holding governments accountable, often stepping in when government enforcement falls short. Their findings highlight how responsibility for environmental protection is shared, and sometimes contested, across sectors, with important implications for equity and environmental justice
