Brenda Bushouse, public policy, has published an article in Nonprofit Policy Forum assessing access to and impacts of federal pandemic policies for arts and culture organizations. The article, titled "Pandemic Relief for Arts and Culture Nonprofits: Resources with Messages" and authored alongside Tamara Keshecki and Eric Griffith (Utah State University), uses the Policy Feedback Framework to assess how the policy design and implementation of the Paycheck Protection Program (PPP) and the Emergency Injury Disaster Loan (EIDL) created resource effects along with the messaging nonprofits received during their rollouts. Ultimately, Bushouse and her coauthors found that the policy design of these programs limited the ability of arts and culture nonprofits to fully access relief programs and that future policy design should not be "one-size fits all."
