Brad Riley, MPPA '22, has released a new analysis of how indigenous language diversity impacts federal-tribal relations. The paper, titled "Linguistic Equity in Federal-Tribal Consultation: Lessons from EPA Regions 9 and 5," uses case studies of Environmental Protection Agency (EPA) consultation practices in EPA regions 9 (Pacific Southwest) and 5 (Great Lakes) to analyze how linguistic diversity or homogeneity affects public administration. Riley argues that linguistic landscapes are critical aspects of the success of federal-tribal relationships and offers a suite of recommendations for practitioners. Ultimately, the paper seeks to reframe the role of language by reframing it as "governance infrastructure" that is critical to sovereignty and successful administration.
