Julia Fox
Grid Modernization Program Coordinator
Massachusetts Department of Energy Resources (DOER)
Degree & graduation year: 4+1 Master of Public Policy, 2023
What I do: I serve in DOER’s Policy, Planning, and Analysis Division and I support DOER’s mission to create a clean, affordable, resilient, and equitable energy future for all in the Commonwealth. Specifically, I work on policy objectives related to planning for the electric distribution grid. I support the administration of the Massachusetts Grid Modernization Advisory Council (GMAC), which is an 18-member stakeholder advisory group that represents diverse organizations and interests, including policymakers, low-income consumers, environmental advocates, renewable energy developers, electric utilities, and more. The GMAC provides feedback and recommendations to the utility companies on how to improve their plans to update the grid, called Electric-Sector Modernization Plans (ESMPs).
How I ended up working there: I interned for DOER during my MPP. I was a 2022 Civic Action Project (CAP) Fellow and DOER was my host organization. After my internship, I applied for a full-time position at DOER. I was able to start my full-time employment after graduating from UMass.
The best part of my job: My favorite part of my job is working with mission-driven people who care about providing residents of Massachusetts with clean and affordable energy. It is very rewarding to work in a state that is leading the way on clean energy and climate goals.
Lessons learned from the program I use often: I use my policy writing and analysis skills often! I support DOER’s intervention in regulatory proceedings at the Department of Public Utilities, which requires formulating, drafting, and communicating policy recommendations and supporting legal arguments. I work with policymakers, lawyers, and interested stakeholders to put forward policy recommendations that benefit the residents of Massachusetts.
How the School of Public Policy prepared me for my career: SPP provided me the academic background and professional development resources to find a role before even graduating the program. My internship experience allowed me to pursue my passion for public service.
What advice would you give to current or future students? My advice is to engage with all the opportunities SPP and UMass has to offer! Work with a professor on an independent study, embrace the professional development course, and stay in touch with the SPP community network.
