Vanin, Hatch appointed to interim posts;
units shifted

he
transition to a new campus administration moved forward last week
as interim Chancellor Marcellette G. Williams announced several
administrative appointments and organizational changes in preparation
for the arrival of the new chancellor, John V. Lombardi, on July
1.
"These decisions
were based on the campus's ongoing review process, which has been
underway since last July and on the need to replace several vice
chancellors who will be leaving the University this month,"
said Williams. "In the review process, every unit and every
function is being scrutinized to see how things can be done better
and more efficiently."
She said Lombardi
has been kept informed about the ongoing reviews and changes, and
said Lombardi has encouraged the campus to continue the review process
and not to wait until he arrives to make necessary changes.
Williams said
Jo-Anne Thomas Vanin has been appointed interim Vice Chancellor
for Student Affairs and Campus Life. Since 1989, Vanin has been
associate vice chancellor for Student Affairs and dean of students.
Williams said she sought campus comment, especially student input,
before making the appointment.
"Students
told me that the qualities they were looking for in a vice chancellor
were openness, advocacy, availability, and leadership. I believe
dean Vanin fits the description exactly. I have worked closely with
dean Vanin and know her to be student-oriented and an excellent
administrator."
Vanin will assume
her new position on July 1. Associate dean of students Gladys Rodriguez
will serve as interim dean of students.
Current Vice Chancellor
for Student Affairs and Campus Life, F. Javier Cevallos, who is
leaving to become president of Kutztown University, said, "I
believe dean Vanin is one of most highly qualified student affairs
professionals in the nation. I am delighted that she has accepted
this interim appointment during these challenging times."
Williams said
that Joyce M. Hatch has been named interim Vice Chancellor for Administration
and Finance and budget director. Hatch has been associate vice chancellor
for Finance and Budget, and budget director, since 1996. She was
budget director from 1988-96.
"Joyce Hatch
is an experienced, proven administrator," Williams said. "She
has worked with the state Legislature and has been a part of Administration
and Finance for many years. The campus will benefit from her experience
and insight, especially in these critical budget times."
Hatch replaces
Vice Chancellor Paul J. Page, who is leaving under the state's early
retirement program June 15. Hatch will assume her new duties June
16.
Page noted that
he and Hatch have worked closely together for nearly 20 years. He
said, "Joyce has an outstanding knowledge of Administration
and Finance, the campus, the University system, and statewide processes
and procedures. She is well qualified to lead this organization,
and has the respect and admiration of her colleagues across the
campus and throughout the University."
Williams also
announced that a number of current one-year interim appointments,
due to expire June 30, have been extended until the end of the calendar
year. They are: Deputy Chancellor John F. Dubach; Senior Vice Chancellor
for Academic Affairs and Provost Charlena M. Sey-mour; Vice Chancellor
for Outreach John R. Mullin; dean of the College of Natural Science
and Mathematics Leon J. Osterweil; and Associate Chancellor for
Information Technologies Rosio Alvarez.
Along with the
appointments and extensions, a number of organizational changes
have been announced.
The units of Communications
and Marketing and Government and Community Relations, both now under
University Advancement, will report directly to the deputy chancellor.
The units of Development and Alumni Relations will remain under
Assistant Chancellor for University Advancement and Special Projects
Elizabeth Dale, whose appointment has been extended through the
end of August.
In addition, Williams
said, the Office of Campus Planning and Space Management, now a
part of Administration and Finance, will also report directly to
the deputy chancellor.
As part of the
on-going restructuring effort in Student Affairs, Cevallos said
the position of assistant vice chancellor for Campus Activities,
held by M. Ricardo Townes since 1994, has been eliminated and the
Campus Activities group will now report to the dean of students.
Also, the seven
cultural centers - Anacoana; Latin American; Sylvan; Malcolm X;
Martin Luther King; Josephine White Eagle; and Yuri Kochiyama -
currently under the assistant vice chancellor for Campus Activities,
will now join the academic support programs in Student Affairs.
Those support programs are the Bilingual Collegiate Program (BCP),
the Committee for the Collegiate Education of Black and other Minority
Students (CCEBMS), the United Asia Learning Resource Center (UALRC),
and the Native American Student Support (NASS) program. Cevallos
said the restructuring will better integrate student support services
and cultural activities, and will strengthen the services for the
students who use the cultural centers.
Also, the academic
advising functions now provided by BCP, CCEBMS, UALRC, and NASS,
will be transferred to the Undergraduate Advising and Academic Support
Center under the provost.
Cevallos said
that Student Affairs had begun a restructuring process this past
winter to address current fiscal realities and improve services
to students. The realignments are a result of that process.
"It makes
sense to put similar functions together in one area," Cevallos
said.
Finally, all the
offices serving students, faculty, and staff with disabilities will
be transferred to the Office of Equal Opportunity and Diversity
(OEOD).
The changes include
Disability Services, to be transferred from Student Affairs, and
Learning Disabilities Support Services and Counseling and Assessment
Services, both from Academic Affairs.
OEOD, which includes
the ADA compliance officer, reports directly to the chancellor.
