Marcelo Leal is a Ph.D. candidate in Political Science at the University of Massachusetts Amherst. His research interests lie primarily in the fields of international security, foreign policy, and cybersecurity. He is particularly interested in the formulation and implementation of public policies and international norms of cybersecurity and cyberdefense. In recent studies, he has used survey experiments to investigate how public opinion evaluates cybersecurity incidents and foreign policies in the United States. He has also used network analysis to explore the dynamics of online mobilization in social network platforms and textual analysis to examine public debates about Internet policies in Brazil. Marcelo has a Master's in Political Science and a Bachelor's in History from the Universidade Federal do Rio Grande do Sul (UFRGS). He was a research fellow at the National Center for Digital Government (NCDG) and a research associate in the Digital Governance Working Group at the Centro de Estudos Internacionais sobre Governo (CEGOV). Marcelo has also taught courses in international relations and public policy subfields for undergraduates at UMass Amherst.
