Bio

Marc Garlasco is the Chief of the Assessment and CHMR Training Division at the Civilian Protection Center of Excellence at the US Department of Defense. He leads DoD’s work on training the civilian harm mitigation and response workforce and assists the combatant commands on assessments and investigations of civilian harm from US military actions. He started his career at the Defense Intelligence Agency and was the Chief of High Value Targeting during Operation Iraqi Freedom on the Joint Staff in the Pentagon. He left the Pentagon and dedicated the next 20 years to human rights. He worked for Human Rights Watch (HRW) where he led investigations of use of force in Afghanistan, Gaza, Georgia, Iraq, Israel, Lebanon, Myanmar, and other conflicts. He left HRW and became a war crime investigator for the UN in Afghanistan, Libya, and Syria. He also worked at PAX for Peace, a Dutch NGO where he supported protection of civilians issues in Iraq, South Sudan, and Ukraine.
