Planning Design & Construction staff ensure the success of capital projects from the conceptual, feasibility and programming phases all the way through design, construction and move-in.  Each project follows a carefully designed planning and execution process that is focused on successfully meeting the project goals, and in compliance with state and University laws, regulations and policies.   

The UMass President's Budget Office manages the review and approval processes for capital projects, in coordination with the Commonwealth, the University’s five campuses, and the Board of Trustees. 

As part of our 2012 Campus Master Plan implementation and associated Massachusetts Environmental Policy Act (MEPA) requirements, UMass Amherst is providing information below about our capital building and infrastructure projects. This webpage - and the submenus providing information about select Planning, Design, Construction and Residential projects - is periodically updated to reflect project developments.

Massachusetts Environmental Protection Act (MEPA) Community Meeting, March 25

UMass Amherst hosted a public meeting on Tuesday, March 25, 2025 at 7pm in Furcolo Hall to update the community on two future projects requiring Massachusetts Environmental Protection Act (MEPA) filings: the Center for Early Education and Care (CEEC) and the Water and Energy Technology Center (WET). The community meeting took place in accordance with MEPA requirements and provided information supporting a Notice of Project Commencement (NPC). Information about the meeting was shared with environmental justice communities by email, and was also included in the UMass Community Newsletter.  2025 MEPA Community Meeting Presentation - PDF
