2015 Fellow, Paul M. Collins, Political Science and Director of the Legal Studies Program, Comments in a Story About the U.S. Supreme Court Ruling Allowing Texas to Keep Confederate Flag Off of License Plates

Collins says state officials in Texas are trying to decide the issue on whether it offends people and says that is a difficult standard to define and uphold.
