One of our ten key principles (see Section III) for this Land Grant-Research University is Access to Opportunity. In redesigning the University, we are committed to fill the physical capacity of the Campus--currently, about 23,000 students. Over the next decade the number of students graduating from high school will increase roughly 2% per year, or by some 20% (See Figure2). We should be committed to respond to this increase by providing an access to a quality education, and we believe that this Action Plan will do so. Our revenue projections also call for holding tuition and curriculum fees constant over the 5 years. As Figure 2 illustrates, this will have the effect of reducing the costs which increased precipitously in the 1989-94 period with a concomitant drop in the number of applications.

In order to counter the high tuition and fees, the campus has, since 1989, increased the institutional investment in financial aid and scholarships by some $13M. Through this plan we shall invest another $1M from operational funds, as well as a comparable amount for merit scholarships from income on endowments of $10M generated in the Campaign.
