The answer to the question in the title, for N>1, is N for the case of smooth (-2)-spheres, which is an old theorem of Danny Ruberman. In this talk, we will give the answer of this question for the symplectic and Lagrangian case, and discuss some related open questions. This is joint work with Cagri Karakurt.
