If you set up an image as a link, your current theme will determine whether or not the image gets a colored border. Go to Appearance > Themes  to see if your theme allows you to change styling for links. If your theme does not provide settings for changing link appearance, you can use CSS: Appearance > Customize > Additional CSS.
