Ethan Carr will discuss his latest book, The Greatest Beach: A History of Cape Cod National Seashore (2019). When Congress passed the park's authorizing legislation in 1961, it set a new pattern for large landscape conservation in the United States. The "Cape Cod model" allowed private homeowners to remain within the park's boundaries, subject to special local zoning restrictions. The new approach responded to the special circumstances of Cape communities, and to the long history of conservation in Massachusetts. The origins of the national seashore and its operation over the following decades have special significance since the model has influenced park legislation to the present.
