Data Notes:
SOGI law refers to the 20 states + District of Columbia which explicitly prohibit sexual orientation and gender identity discrimination. This also includes 2 states, Wisconsin and New Hampshire (as of 2016), which have laws explicitly prohibiting discrimination on the basis of sexual orientation only.
Charge Rate is per 100,000 LGBT people and is calculated as the number of charges in states with given law status divided by the LGBT population in those states.
