(Author's methodological approaches to the assessment of national wealth (human capital, fixed capital, natural resources, net financial assets) were developed and on this basis the assessment of the national wealth of Ukraine was carried out and the directions for improving the monitoring of the formation and use of NW as a potential for economic development were substantiated. In particular, the author proposed a comprehensive approach to the assessment of human capital based on the discounting of the labor contribution to GDP, adjusted through coefficients for four blocks of indicators: educational and scientific, perception of individual well-being and well-being, access of the population to information technologies and demographic. The operation of a significant number of goods or values in the form of "quasi-wealth" is substantiated, which have a special role in the process of reproduction of national wealth and partial compliance with its criterion features: the ability to accumulate, restore, reproduce, alienate; long-term use; the ability to become a subject of market circulation, due to which they do not create a special form of wealth (mainly it is inherent in individual components of social, environmental, financial and human capital), which can be cumulatively calculated in the structure of other components of national wealth.)

2.   Special Economic Zones in Ukraine: Theory and Practice (2004). Kyiv: Naukova Dumka, 250 p.

(Author's methodological approach to the evaluation of the results of the activity of special economic zones in Ukraine were developed, which take into account the relationship between the effectiveness of the functioning of the SEZ and the socio-economic development of the regions and allow to determine the integrated specific weight of the impact of their activity on regional development. Using this approach, a real assessment of the effectiveness of SEZ activity was carried out. Proposals for improving the economic and legal foundations of the functioning of special economic zones, in particular, the unification of the procedure for monitoring free economic zones, priority development territories and technology parks, were substantiated.)

(The means of preserving the predominantly extractive structure of the Ukrainian economy were outlined. It is substantiated that the problem of inequality was becoming more and more acute and was growing from economic (in terms of income and wealth) issue into a matter of education, health care, etc. Ukraine’s place in the coordinate system of traditional and inclusive economic growth was determined, and a high untapped potential for inclusive development of the country was revealed. It was quite possible to restructure Ukraine’s economic and social processes, even at the same level of GDP, in such a way as to ensure significantly higher rates of structural changes promoting inclusiveness.)

(Against the background of the general low quality of both hard and soft infrastructure facilities, infrastructure disparities were revealed, which relate, first of all, to the inconsistency of placement of most companies of medium and high-tech sectors created in Ukraine in recent years in the western part of the country, which is happening due to Ukraine’s ongoing integration into the European economic area, and educational and energy infrastructures, historically concentrated in the east of the country. It was identified that there were gaps in the work of both investment promotion agencies and public authorities, which inhibit the inflow of investments.)

Approaches to assessing the level of Ukrainian regions’ inclusive development in the context of sustainable development goals were presented. The methodology was modified on the ground of the Inclusive Development Index (by World Economic Forum). Inclusive Regional Development index of Ukraine was developed and presented in the article makes it possible to assess the regional characteristics of the seven key socio-economic areas: Economy, Business, Education, Health, Security & Defense, Environment, Social Capital. Based on assessments, the key problem areas were identified. Directions of state structural policies were suggested to achieve the goals of inclusive development based on regional characteristics.)

(For the purpose of scientific analysis and formation of holistic understanding of inclusiveness as the key priority of creating the basis for a new quality of economic growth in Ukraine, the authors explored the peculiarities of inclusive economic development, as well as the possibilities of its achievement in countries with different levels of socioeconomic development. The key directions of economic growth were defined in accordance with the Global Sustainable Development Goals; the stages of SDG implementation were revealed within the framework of the United Nations Development Program in Ukraine as a prerequisite for the achievement of the goals of inclusive development. The goal of sustainable development, which has the greatest potential for the formation of inclusive society in Ukraine, was substantiated. The expediency of expanding the list of key indicators under Goal 5 with the following indicators: the share of women in areas of activity with high export potential; fraction of women — students of IT specialties; the share of women — entrants to IT specialties was justified.)

The article presents evaluating characteristics of Human Potential reproduction in Ukraine based on critical (threshold) indicators. According to the results of computation of the characteristics of human development reproduction in Ukraine, most indices of human development in the country are beyond the critical values. It can trigger structural changes in the economic system in the near future. Reasonable steps to ensure successful changes of the economic system and the transition to a new quality of human development in Ukraine are justified. It is substantiated, that among other measures, the mechanism of real estate taxation of Ukrainian population should be changed to be based on taxation models developed by developed countries, which assign taxation based on the value of real estate instead of the living space. Accordingly, the transparent, efficient, and reliable system of value assessment of real estate on a national scale needs to be developed and implemented.)

(The article presents the authors' theoretical and methodological approaches to studying national wealth and outlines the methodological approaches to evaluation of its components; based on the evaluation results the ways to determine the interdependence of the national wealth components were identified. The parameters for constructing the integral indicator for the interdependence of national wealth components were suggested; this would enable further analysis of the national wealth structure dynamics by the directions of investments. This would also allow estimating these dynamics in terms of deviation of the actual results from the maximal ones achieved in previous periods.)

(The results of the economic assessment of the Ukrainian human potential in the context of the world parameters on basis of the author’s methodology were presented. The definitions of the categories „human capital” and „human potential” and methodical features of their evaluation were specified. The need to eliminate disproportions in the accumulation of human capital regarding capital (main, financial, natural) and to improve the information base for further research by restructuring and supplementing the SNR indicators was argued. Ways of improving the compilation of auxiliary tables of the existence of national capital and wealth as a whole are substantiated, which requires the development of applied methodical tools for their assessment and identification of the balance of their accumulation.)

(Directions for minimizing the disproportionality of the accumulation of human capital in Ukraine based on a comprehensive analysis of patterns and trends in their formation were substantiated in the article. The directions of qualitative improvement of the existing situation in the field of education through the optimization of the structure of public expenditures by increasing their share directed to the primary and secondary educational levels were substantiated.)
