Joseph B. Berger Appointed Chair of Global Higher Education and Research

In October of 2015, Joseph B. Berger was appointed chair of the Global Higher Education & Research Global Challenge (GHEAR), an initiative of the Worldwide Universities Network (WUN), a global higher education and research network comprising 18 universities and spanning 11 countries on five continents. WUN works to promote international research collaboration and address issues of global significance. Its initiatives are supported by partners such as the United Nations Foundation, World Bank, OECD and World Health Organization.


GHEAR addresses the sources, mechanisms and social structures that give rise to today’s higher education challenges and works to propose reform policies for international research and education. GHEAR’s research themes for 2016-2017 are access to promote equity of opportunity, mobility of people, learning and knowledge; and investment to promote effective and efficient access, mobility, quality and relevance in higher education.


Dr. Berger is a distinguished education leader with global interests in post-secondary educational leadership and organizational development. Most recently, his work has focused on improving tertiary educational systems and institutions in high need international contexts such as Afghanistan, China, Egypt, Malawi, the Philippines, and Russia.


In May 2017 Dr. Berger chaired a two-day GHEAR workshop at UMass Amherst on Sustainable Development Goals for Higher Education.
