1937 Home Owners' Loan Corporation residential security map for Philadelphia
The final version of Philadelphia's residential security map-the version that was reproduced for the Federal Housing Administration and others-presented the harshest assessment of real estate prospects. The map colored 34 percent of the city as “hazardous” (red) and only 8 percent as “best” (green).
