1936 Home Owners' Loan Corporation residential security map for Philadelphia

The 1936 version of Philadelphia's residential security map also was drawn with colored pencils. HOLC staff left the far northeast section of the city ungraded in this version, since that area contained mostly farm land until after World War II. Despite the fact that housing conditions changed little between 1935 and 1936, HOLC assessed only 13 percent of real estate as “best” (green) and 31 percent “hazardous” (red).
