How to Submit a Proposal

Proposal Routing and Approval Procedures for Sponsored Projects

  1. Once your proposal has been written, complete the Internal Processing Form (IPF). This form is submitted to the Office of Grant and Contract Administration (OGCA), along with your proposal and the sponsor guidelines, on all funding requests for sponsored projects. Remember to include the appropriate signatures:
    • Principal Investigator
    • Co-Principal Investigators (if any)
    • Department Head (signs for space as well)
    • Dean
    IF the proposal is cross-disciplinary in nature, Department heads and Deans of collaborating departments should also sign the IPF.
    IF cost-share is required by the sponsor please provide the following information on the IPF:
    • dollar amount
    • UMASS account number
    • authorized signature on the IPF
    IF other institutions are involved in the project, contact the OGCA proposal team for guidance or see Notes on Proposal Preparation; Subcontracts on the OGCA homepage.
  2. If you have any questions please call the OGCA proposal team or the OGCA front desk at 545-0698. We encourage an early call to OGCA if you are submitting a large complex project. Providing OGCA with an advance copy of the guidelines or RFP can also help to avoid any delays.
  3. Drop off your proposal, IPF and guidelines to OGCA at the Research Administration Building ground floor lobby, which is across from the Newman Center, and adjacent to parking lot # 52 (visitors parking slips avaiable at the the Reception Desk). We recomend you submit it 5-7 working days prior to the sponsor's posted deadline.
    • With 5 days or more lead time, OGCA does a comprehensive review and then photocopies, and mails the proposal via Federal Express.

  4. After sending off the proposal OGCA sends a fully-signed copy of the proposal, IPF, and cover letter to the PI. Department heads, Deans, Directors, etc. receive fully signed copies of the IPF only, unless OGCA is instructed otherwise.
