Frequently Asked Questions

-Who do I call in OGCA if I have questions about a proposal submission? Ask to speak with the fiscal administrator handling the particular agency to whom you are applying.

-Who is the Authorized Organizational Representative? There are four people at OGCA authorized to sign proposals.In general we ask that you specify Carol Sprague. Her phone number is (413) 545-0296, fax is (413) 545-1202, and email address is sprague@research.umass.edu .

-Who do I call in OGCA for the status of a proposal or an award? Request to speak with the Proposal Clerk or the Awards Clerk, as appropriate. Whenever inquiring about a proposal or award, please provide the OGCA number which was assigned when the proposal was originally submitted through this office; using the tracking number will help us assist you more efficiently.

-How much lead time does OGCA need to process my proposal? We request 5-7 working days. If the proposal is very unusual or complex, more time may be needed. Call if you feel you can not meet the deadline to discuss your submission with the appropriate fiscal administrator .

-What do I have to give to OGCA when submitting a proposal? The original of the proposal, completed and signed IPF and any guidelines, RFP's, RFQ's, etc. In most circumstances, OGCA will do all copying and mailing of the proposal to the sponsor.

-What if I am including a subcontractor in my proposal? At the minimum, OGCA will need to receive (via the PI is ok) a statement of work, budget, facilities statement and curriculum vitae from the subrecipient institution, signed off with the approval signature of an authorized official of the institution.

-What if I am going to be the subcontractor in another institutions' prime proposal?

A proposal representing the University's responsibilities should be submitted with an IPF and any guidelines, just as one would submit if sending directly to the prime sponsor. What the prime institution is looking for from us as subcontractors can be brief, but OGCA should receive everything that the prime institution will be including in their proposal about the University of Massachusetts. We will then copy and mail this information to the prime institution, i.e. our sponsor.

What indirect cost rate should I use? Please refer to the OGCA "Fact Sheet". This fact sheet is updated annually or as required; usually between July and September of each year.
