Principal Investigator Award Agreement

I understand and agree to carry out this project with the highest professional standards and within the time period awarded. I assume responsibility to read, understand and comply with all of the terms and conditions contained in the referenced award, attached hereto for my records. Should any of the sponsor terms, conditions, period of performance or budget not be acceptable to me, I must notify the Office of Grant & Contract Administration (OGCA) in writing (email to the appropriate Fiscal Administrator is acceptable) prior to the award acceptance by the University.

I understand my responsibilities of, and agree to abide by the University of Massachusetts and sponsor policies including but not limited to Patents, Conflict of Interest, Drug-free Workplace, Lobbying, Consulting, procurement, personnel and accounting. I agree to inform and ensure compliance with such applicable terms and conditions of the referenced award as well as the policies of the University of Massachusetts, as referenced above, on all persons working on this project.

It is further understood and agreed that whether this funding is from Federal or non-federal sources, I will ensure that all publications and presentations will include a proper disclaimer and acknowledgment of sponsorship as referenced in the award, whether written or oral, as presented by myself or any others involved in the project. I further agree to work diligently in fulfilling my obligation to submit sponsor-required reports within specified deadlines.

It is agreed to and understood that I will return this signed agreement as well as provide any documentation requested below and explained further in attachment 1. This award will not be processed until all requested information is received by OGCA. By signing this agreement dated ____________ I hereby agree to all of its terms and conditions.

Attachment 1

OGCA's goal is to facilitate the processing of your award in an efficient and expeditious manner. This can be accomplished only if OGCA and the principal investigator work in cooperation with each other.

The following is a guide to help you anticipate the processing time of your award through OGCA. Its based on your award type and except for #4 assumes that all needed documents and information has been supplied to OGCA.

1. _____ (2 WEEKS) Unrestricted Award

2. _____ (3 WEEKS) Grant or Contract containing terms and conditions that require review but no negotiation, alterations or modifications

3. _____ (4 WEEKS OR LONGER) Grant or Contract containing terms and conditions requiring negotiation, modification, or review with an individual outside OGCA (sponsor's grant office, CVIP, Umass legal counsel, etc). Common problematic terms include publication restrictions, intellectual property rights and indemnification

4. _____ (UNDETERMINED) OGCA does not yet have all the information and/or documentation necessary to complete processing your award and this will cause a delay. Those items applicable to your award are checked below and you are asked to submit them to OGCA immediately.

  1. _____ A copy of the proposal and/or any other materials that generated this award. The biggest impediment to processing an award expeditiously results from the submission of a proposal directly to a sponsor, bypassing OGCA. Not only is this a violation of Trustee Policy, but it precludes OGCA from reviewing the materials and resolving any problems prior to the receipt of an award. Common problems include reconciliation of budget errors, lack of supporting documentation for proposed subcontractors or third party cost sharing, indirect cost variances, etc. This often results in time consuming communication between all the parties before resolution occurs.
