New Federal Stem-cell Policy in Effect

New NIH guidelines which took effect July 7th set rules for government financing of stem-cell research. According to a recent article in the Chronicle of Higher Education, the rules will allow such work if a review panel determines that couples gave the necessary "informed consent" for the use of their embryos. Scientists will get the chance to demonstrate to the review panel that older cell lines, created during the past decade and crucial to continuing research, meet this ethical standard.

Raynard S. Kington, then acting director of NIH issued a statement that the new guidelines "will greatly expand opportunities for stem-cell research and will ensure that NIH-funded research using human embryonic stem cells will be conducted in an ethical and responsible way."

The Association of American Medical Colleges and the Association of American Universities expressed immediate support for the new guidelines.

Access the new guidelines on this NIH website.

2nd SBIR/STTR Extension - Reauthorization to Bring Change

Congress has approved a two-month extension to Sept. 30 for the Small Business Innovation Research (SBIR) /Small Business Technology Transfer (STTR) Program, which was set to expire on Friday, July 31, 2009. These competitively awarded, three-phase Federal Government programs are designed to stimulate technological innovation and provide opportunities for small business to join with the nation's premier nonprofit research institutions on joint ventures.

According to recent Capital Hill briefings the reauthorization bill will include significant changes that could impact the amount of funding, the makeup of applicants and technology innovation. The reauthorization bill also increases percentages of funding allocated to the programs by the federal agencies that contribute to the programs.

See the SBIR Gateway Insider, prepared by Rick Shindell at Zyne Systems for more details. The Association of American Universities also issued a letter on 7/6/09 regarding the impact of these changes to basic research.

Mass Life Science Center Celebrates First Year

June 16th marked the one-year anniversary of Governor Deval Patrick's signing of the Massachusetts Life Sciences Initiative. During the Initiative's first year, the Massachusetts Life Sciences Center (MLSC) has invested $46 million in state funding, leveraging $357 million in private and federal investment, and helping to create a prospective 950 jobs across Massachusetts.

According to the MLSC website, the Center was established to promote the life sciences within the Commonwealth and is tasked with investing in life sciences research and economic development. A number of funding programs are available to public and private institutions for life sciences research, development and commercialization as well as building ties between sectors of the Massachusetts life sciences community.

UMass Amherst has benefited by receiving part of $7 million in matching research grants to Massachusetts institutions, including a MLSC New Investigator Grant to Jesse Mager, Veterinary and Animal Sciences and a New Faculty Start-Up Grant in systems biology to Danny Schnell, Biochemistry and Molecular Biology.

"The New Investigator grant has jump-started my research in a way that has allowed me to move forward aggressively. It's great to be in a place where there is state support for research in addition to the traditional sources of federal research funding," says Mager.

As Summer REUs Wrap Up Fall Solicitation Opens

This summer, campus labs hosted undergraduates from the Five-Colleges and from universities and colleges across the United States and Puerto Rico. Most are NSF-sponsored programs administered through campus research centers and institutes. (See the current REU solicitation notice and RFP at NSF.gov.) Some are supported by individual scientists' undergraduate research supplements. As the programs drew to a close recently, students showcased their projects in poster sessions and other presentations open to the university community.

REU programs are part of the campus effort to recruit students for graduate school in science and engineering, with a focus on attracting women and under-represented minorities to those fields. Until as recently as three years ago, there were only a handful of REU programs on campus during a given summer with 50-60 students total. Since 2007, the number of programs has more than doubled, with closer to 150 student participants, and almost that many faculty and graduate student mentors. Research labs carve out a piece of their on-going research projects for the students to work on, and students also participate in professional development meetings to give them a broad sense of what scientific research and graduate school will be like.

More information about existing programs can be found at the REU portal. Faculty members who would like to tap into the campus support network for programs and individual supplements should contact RL&D Academic Liaison, Barbara Pearson (bpearson@research.umass.edu) for more information.

MassChallenge Venture Fund Competition Launched

In July, Gov. Deval Patrick announced the formation of a $25 million business plan competition for entrepreneurs, called the MassChallenge Venture Funds Competition.  Backed by funding from public and private sources, the competition is designed to catalyze growth and jobs in Massachusetts across six tracks:
  • Healthcare, and Life Sciences
  • IT, Software, and Gaming
  • Clean Technology and Energy
  • Social Development and Non-profit
  • Open Category, Seed Stage
  • Open Category, Expansion Stage
As part of the competition rules, winners must establish their startup headquarters in Massachusetts and create a minimum of five jobs in the state.  More Massachusetts tech companies means more job opportunities for our students and opportunity for research collaboration.
