Science & Technology Caucus

Meets approx. quarterly. The subcommittees (improving STEM education, improving eCommerce, and eGov, and economic development) serve at the call of the chair, approx. 1-2 times per month.

 

Regional Competitiveness Council (RCC)

Established in 2003, the Pioneer Valley RCC is one of six across the state. The role of the RCC is to develop strategies for investing in the human and intellectual capital, technology, and infrastructure needed to improve the competitiveness of the region's leading industry clusters. Chancellor Lombardi is a member of the PV RCC.

 

Economic Stimulus Package

In January 2004, the House overrode Governor's vetoes of items relevant to UMass, including the 5 initiatives below.

 

Mass Tech Transfer Center ($2.4M)

This Center, housed in the UMass President's Office, has as its mission to facilitate transfer of technology between MA research institutions and MA companies; assist growth of MA companies including "start-ups" by enhancing technological leadership in key industry sectors; support regional and state-wide economic development priorities of the Commonwealth; and promote R&D at research institutions to meet the needs of the MA industry.

$1.9M to the UMass President's Office

John Adams Innovation Institute Fund ($35M) includes Center of Excellence and Mass Research Center Matching Funds

The John Adams Innovation Institute, a Division of the Massachusetts Technology Collaborative, has established a Research Center Matching Grant Program to provide state matching funds for proposed academic research centers in Massachusetts that are seeking funding from the federal government, where there is an expectation that the state match will improve the competitive position of their proposal and enhance collaboration with companies in the Commonwealth.

$120K match - Baystate/UMass Amherst Biomedical Research Institute

Emerging Technology Fund ($25M)

Provides loans and guarantees for facilities and specialized equipment for technology-based companies. Facilitate by Mass Development.

 

Pipeline Fund ($2.5M)

Officially known as the Massachusetts Mathematics, Science, Technology and Engineering Grant Fund, the Pipeline Fund is administered by the Board of Higher Education. The purpose of the Pipeline Fund is “to increase the number of Massachusetts students who participate in programs that support careers in fields related to mathematics, science, technology, and engineering . . . to increase the number of qualified mathematics, technology, engineering and science teachers in the Commonwealth and to improve the mathematics, technology, engineering and science educational offerings available in public and private schools.”

$500K + $500K match from anon corporate donor and $10K Planning Grant to the Pioneer Valley STEMNET.

Mass Insight

 

 

Science and Technology Initiative

Mass Insight has been leading an effort within the state to raise the visibility of the need for a statewide S&T strategy. They've contracted with Battelle Memorial Institute for the recently completed S&T Roadmap study but have also published, "An Economy at Risk" and collected information for a Research Centers Directory. UMass System

 

 

UMass System High Tech Council

Pres. Wilson established this council to provide the University with strategic guidance and advice on how to help build UMass into a top-tier university. Many have also been active with the MassInsight-led S&T Initiative. The first meeting of this group was held on January 16, 2004.

 

UMass S&T Initiatives Fund ($1M)

This fund is a tool to assist the campuses in developing strategic alliances to pursue major new S&T funding opportunities. It provides seed funding to campuses or groups of campuses that will help position them to develop and compete for major new S&T initiatives in areas such as research and development, commercialization and business development, and workforce development. The President's Office is anticipating starting to accept applications during 1Q04.

CVIP Technology Development Fund ($100K)

Administered by Bill Rosenberg, Executive Director of UMass System CVIP, the fund is intended as a pool of funds to enable the System to move more of our discoveries closer to a state where they can be readily commercialized. Grants are at the $10K level

Pioneer Valley Regional Competitiveness Council

Regional Technology Corporation

The Regional Technology Corporation was established in 2003 after a successful multi-year NSF grant created the Regional Technology Alliance. With an emphasis on three major technology clusters in the Knowledge Corridor Region - information technology, electronics & communications, plastics and precision manufacturing, and life sciences - the RTC works to aid regional technology businesses in networking and growing their businesses. UMass Amherst has a seat on the RTC board.
