New England Regional Student Program
The New England Regional Student Program (NERP) allows students from
the six New England states, who are enrolled in certain programs not
offered by their home-state public college or universities, to pay a
reduced out-of-state tuition rate. Not all programs are available in
the NERP at UMass.
- If a student does not initially enroll as a NERP student through
the Admissions process and wishes to change their status to NERP, it is
the student's responsibility to come to the Registrar's Office
and notify Linda Reed. Students must be in an approved NERP major and
live in the designated New England State to participate in this
program. A complete list of the current eligibility criteria is printed
below. NOTE: These are subject to annual change.
- Students can declare the NERP major by coming to the Registrar's Office with the completed and signed major change form and requesting
NERP status from Linda Reed (545-0557). In order for students to be
changed into the NERP to receive a tuition reduction for the current
semester, the change of major form and request must be processed no later than the end of add/drop for that semester.
If a major change comes in after add/drop is over or if the student
fails to notify Linda Reed before the end of add/drop that they wish to
make a change in their residency status, students will be considered
eligible for the following semester.
- Students will be monitored each semester for progress in their
declared major and continued residence in the approved New England
State. Progress in a major means enrolling in and completing
courses required for the major each semester. If a major change or
notification to Linda Reed is made after add/drop is over the change in
residency status will not be considered until the following semester.
There will be NO retroactive adjustment to your bill after add/drop.
- Students declaring two majors must have the NERP major declared as their primary major. The two exceptions are the Journalism Department and the School of Management.
- If a student moves to another New England State and the major
is not eligible for the NERP rate in that state, the student will be
charged out-of-state tuition.
- If a student changes into a major that no longer qualifies for NERP, the student will be charged out-of-state tuition.
- The University Registrar's Office does not plan to consider NERP students under the Proximity Policy.
- If a major is withdrawn from the NERP eligibility list,
students who had declared the major prior to the removal will be
eligible to remain under NERP until they either graduate, change to a
major that is not under the program, or move to a state that does not
qualify for the program.
- Information on tuition and fee charges can be obtained at the Bursar's Office, 215 Whitmore.
- Any change in your billing status may affect your Financial
Aid package and your Bursar's Office bill. You may want to check with
these offices before changing your major and therefore your billing
status.
- Changes in status (into or out of) the Regional Program will
be processed up to the last day of add/drop for that semester. We will
not make any retroactive adjustments for prior semesters.

New England Regional Student Program: Qualifying Majors, 2009-2010
Majors are approved for NERSP by participating public colleges and
universities with the New England Board of Higher Education. The
following chart indicates by state those majors which qualify for
reduced NERSP tuition at the University of Massachusetts Amherst.
Unlisted majors are not eligible. Footnotes indicate special
conditions.
