At the invitation of Dominican Republic
President Leonel Fernández, Pol-itical Science professor Howard
Wiarda visited the Caribbean nation in March to give a series
of lectures on U.S. foreign policy and Latin American politics.
Fernández, who is a former student of Wiarda, asked the professor
to speak to about 400 political leaders, representatives of the
diplomatic community and students in the School of Foreign Diplomatic
Affairs of the Foreign Ministry. According to Wiarda, the lectures
were widely publicized, reported in the press and televised live.
Fernández attended the lectures and introduced Wiarda.
Wiarda's talks, titled "The Domestic Basis of U.S. Foreign Policy,"
"United States Policy in Latin America: An Overview" and "Politics,
Social Change, and Modernization in Latin America" will be published
in monograph form.
During his visit, Wiarda also met with Fernández and his political
staff to advise the president about the proposed Presidential
Research and Policy Center, a think tank the Dominican leader
wants to establish after leaving office.
Drawing on his experiences of his visit, Wiarda, who holds the
Leonard J. Horwitz Professorship in Iberian and Latin American
Politics, has written an article about the upcoming Dominican
elections. The piece will be published as part of the Hemisphere
2000 Occasional Papers series produced by the Center for Strategic
and International Studies in Washington, D.C.
