V. Components of the Multi-Year Plan

This category includes such areas as research overhead recovery, interest income, fee income. As we described in Section II, we believe that our faculty, staff and students will be strongly competitive in garnering support for research from federal agencies, foundations, business and industry.

We are in the process of revising policies, administrative structures and procedures to support these endeavors. For example a revision of policies on intellectual property and patents is under way, as well as the establishment of a new Office of Science and Technology Advancement. But we must recognize that the environment ahead will be challenging with levels of change in the funding horizons not experienced since the end of the Second World War. The overall increase we project is $1.5M of overhead funds for operational support in concert with the anticipated $20M increase in research funding.

We do not project any increases in student fees and tuition, assuming the State provides the growth built into this plan. In fact the revenues from curriculum fees are expected to decline by $1M due to changes in student numbers. Interest income and administrative overhead are projected to remain roughly constant. In combination with other minor adjustments in base and carry forward funds the net overall revenue from all these sources $1.5M. We should not preclude the possibility of a special student fee in the future in support of infrastructure of direct benefit to students, e.g., for information technology that will enhance teaching and learning, or for an expanded child care facility. As we implement "Strategic Action" over time, we must be flexible in adjusting various components as opportunities and needs arise.
