V. Components of the Multi-Year Plan
     B. Expenditures
          (2) Information Technology $ 4.0M

One of our principles calls for a commitment to a new environment for learning, discovery and outreach though the creative uses of technology. There is no doubt that the distinctive campus of the future will make extensive use of networks and information technology both on and off campus. We refer to this project as LIRN, the Learning, Information and Research Network. Our investment of $4M in this area includes $3.12M for the operational support for the projects afforded by the TelCom refinancing initiative. After payment of the existing debt obligation and the switch upgrade, the campus has $9.3M for capital expenditures on information technology, through additional borrowing.

A Building Wiring Project will create Information Outlets will provide expanded and uniform access. The network will be available on demand from any office or classroom, enabling electronic collaboration for teaching and research with consistent high speed access from any outlet. $ 2.4M

An Integrated Student Information System will enhance internal connectivity; provide for clear articulation of business rules and linkages among administrative offices and for an immediate and integrated view of student information; and improve tremendously the quality of service to students. $ 3.2M

Expansion of Central File Servers will provide a secure, integrated environment; a uniform level of reliable services; and reliable support, connectivity, and centrally managed service. $ 0.5M

A Pilot Project to Wire Residence Hall Rooms ($1.2M) will allow premium technology Housing options (all residence hall students will continue to have access to the network through TAUs), with the Fiber Backbone ($0.6M) extended to the residential area.
$ 1.8M

New PC Areas will triple current public access points with extended campus geographical coverage, enhancing student communication and collaboration. $ 1.1M

Computer Projection Equipment will encourage pedagogically innovative activities by the presentation of timely, on-line information in class; incorporating on-line interactive exchange of information in teaching; and by expanding the classroom through networked communications. $0.3M

As we approach the next century and millennium, we find ourselves at a hinge of history, one of society's major transformations--in this case from an industrial to an information and knowledge based era. Computer systems and technology will play an important part in this transformation.
