Department of Agricultural Resources

The Massachusetts Department of Agricultural Resources promotes the viability and sustainability of Massachusetts’ food and agricultural businesses through marketing and educational activities. Through the Bureau of Markets, DAR encourages consumers to buy Massachusetts food and agricultural products, assist farmers in wholesale marketing, direct marketing (such as farmers' markets and roadside stands) foster economic development for the farm community and specialty food industry, and assist in foreign export programs.

The Department has resources to identity expertise to answer technical, development and marketing questions from food entrepreneurs and value added processors. The Department promotes Bay State foods at special events and trade shows.

Department of Public Health

The Food Protection Program (FPP) of the Massachusetts Department of Public Health (MDPH) sets the statewide standard for food in both the retail and wholesale areas.

Retail Food Regulations:

The Massachusetts regulations for retail food and food service establishments are composed of two documents: 105 CMR 590.000. State Sanitary Code Chapter X - Minimum Sanitation Standards for Food Establishments and the 1999 Federal Food Code. All licensing and enforcement of the retail regulations occur at the local level. Wholesale Food Regulations:

The MA FPP adopts regulations and policies for the following sectors of the wholesale food industry: fish and shellfish processing, milk and dairy plants, commercial food processing, bottled water, meat and poultry, and labeling. The MA FPP inspects operations and enforces regulations in all of these areas. The regulations, license applications, related policies and other information are found at the FPP’s website.

Additional State Responsibilities:

The MA FPP provides training and education to state and local health officials regarding regulations, inspection procedures, public health issues, health alerts, advances in the industry and other topics. The program responds to inquiries from state and local health officials, consumers, professional associations and industry representatives. It coordinates investigations of foodborne illness outbreaks with federal and state agencies and boards of health. The FPP also coordinates statewide recall efforts and other activities during health emergencies.
