III. Progress of the Work and Principal Accomplishments

In 1998, the second year of the new NE-165 Project, the members presented a major research conference in Washington, DC; did extensive planning for years 3-5 of the project, and continued to be very productive in completing research. The publication list for the year includes 2 regional publications, 55 journal articles, 1 edited book, 22 book chapters, 45 station and agency publications, and 11 theses and dissertations. Project members were very active in professional meetings and other fora across the United States and in Europe during the year.

The project's premier accomplishment during 1998 was the conference in June focused on the Economics of HACCP: New Studies of Costs and Benefits. This conference engaged 125 researchers from the United States, Canada, Europe, Japan, Latin America, and Australia in discussing approaches to and results from economic analyses of HACCP implementation in the food industries. The Conference was chaired by Unnevehr (IL). The Project emphasized the production and distribution of information from the Conference to decision makers through the development of a web site-based set of executive summaries (http://www.umass.edu/ne165/impacts html) that were also placed on AgEcon Search (http://agecon.lib.umn.edu/cgi-bin/pubview.pl?pubid=24), the leading search engine for research in the agricultural, food, and resource economics fields. Dr. Unnevehr will publish a book based on the conference through Eagan Press in 1999. The conference was sponsored by Farm Foundation, the Food Marketing Policy Center, the University of Massachusetts, and the University of Illinois.

The Technical Committee of the Project also met in October in Washington, DC. The meeting focused on in-depth discussion of research projects and collaborative work. Joint discussion and efforts focused on several areas. The first was background and discussion of research issues in preparation for the Transitions in Agbiotech: Economics of Strategy and Policy conference to be held in June 1999. Topics included intellectual property rights, market structure, and regulatory and labeling issues. The second area of focus was on pricing strategy studies in the food system. The discussion included a presentation by Perloff (CA) and work by project members. The third emphasis of the meeting was on methodologies for valuing health risk reductions and an update on risk assessment and other food safety activities by the U.S. government. A final emphasis was on research in the areas of standards, certification, and labeling of food quality attributes. The October meeting was effective in allowing NE-165 Project members to coordinate their research approaches and methodologies and in planning future conference activities (see Section V below).

The book The Industrialization of Agriculture, edited by Royer (NE) and Rogers (MA), based in part on the NE-165 conference held in June 1995, was delivered to Ashgate Publishing Ltd. and will appear in early 1999. NE-165 members were very active at the AAEA meeting in Salt Lake City in August 1998. These activities included: Free Session on the HACCP Conference: Future Directions for Research; Symposium on The Adequacy of Cost of Illness for Valuing Health Risk Reductions; Symposium on Private Incentives for Food Safety Assurance; Symposium on Foreign Direct Investment; Symposium on Retail Consolidation; and numerous other papers and posters. Several NE-165 members were also involved in the AAEA pre-conference on Economic and Policy Implications of Structural Realignments in Food and Ag Markets: A Case Study Approach.

During 1998, the Project continued to focus on improving communication among researchers and between researchers and decision makers. As noted above, our outputs are posted on the NE-165 web site and on AgEcon Search. This work is instantly available to researchers around the world. NE-165's core group at the Food Marketing Policy Center, University of Connecticut, and University of Massachusetts, played a major role in supporting collaboration and communication. It organized the Project conference and meeting, continued development of the NE-165 web site (http://www.umass.edu/ne165/) and maintained a listserv for the group. The Center continued to purchase and maintain 12 major data sets that are used on a regular basis by NE-165 members. The effectiveness of NE-165 research has been significantly enhanced by the availability of these detailed data sets. The core group also provides support for the NE-165 Working Paper and Reprint Series, which are distributed to over 200 economists, research libraries, and others worldwide. The Food Marketing Policy Center is funded by a CSREES Special Research Grant.

 

IV. Usefulness of Findings

In 1998, NE-165 research was used by policy makers and private parties through their direct discussions and interactions with Project members, access to publications and working papers, and Congressional testimony. The scope of this impact has become increasingly international. Many of NE-165's impacts are discussed on the Project's web site at (http://www.umass.edu/ne165/impacts.html). Under the Project's first objective, strategy and policy analysis, Project researchers participated in major discussion on pricing, vertical coordination, supply chain relationships, and antitrust issues in the U.S. and the European Union. They also prepared analyses of, and in some cases participated in, major antitrust cases in the United States. Project members contributed a broad range of useful research on the operation of food markets in the United States and the world, focusing on pricing, competition, and policy issues.

Under the Project's second objective, providing economic analysis of private and public strategies in order to assess their impact on improvement in food safety and other quality attributes, members were at the forefront of analyzing the benefits and costs of the on-going mandatory requirement by FDA and USDA/FSIS of a Hazard Analysis at Critical Control Points (HACCP) approach to food safety assurance and in analyzing other public and private quality assurance systems. Economic methodology was also applied to analysis of the operation of markets for quality attributes such as nutrition, pesticide residues, use of inputs produced with biotechnology, and other process attributes such as environmental friendliness. This research is directly used by private companies in their market analysis and by federal and state agencies in their rule-making.

V. Work Planned for Next Year

During 1999, Project members will hold two major conferences (see the NE-165 web site at http://www.umass.edu/ne165/upcoming.html). First, in February is a conference on Consolidation in the Meat Sector. The conference is chaired by MacDonald (USDA/ ERS). Second will be the June conference on Transitions in Agbiotech: Economics of Strategy and Policy, chaired by Lesser (NY). A parallel but coordinated conference titled The Shape of the Coming Agricultural Biotechnology Transformation emphasizing agbiotech issues in Europe and developing countries is planned for June 17-19, 1999 at the University of Rome, Tor Vergata.

NE-165 is also planning several conferences for 2000. It will be the lead organizer for a conference on Pricing Strategy Studies in the Food System, co-chaired by Cotterill (CT), Connor (IN), MacDonald (USDA/ERS), and Peterson (VA). The conference will focus on quantitative approaches to analyzing pricing strategies in the food industry using micro-level data and discussion of policy implications. NE-165 will also be the lead organizer for a conference on Valuing the Health Benefits of Food Safety, co-chaired by Roberts (USDA/ERS), Golan (USDA/ERS), Williams (FDA), Kuchler (USDA/ERS), and Caswell (MA). This conference will focus on methodologies and build consensus on approaches to valuing reduction in foodborne health risk.

NE-165 will also participate as a co-organizer in two other conferences to be held in 2000. The first is Global Food Trade and Consumer Demand for Quality, co-organized with the International Agricultural Trade Research ConsortiumCIATRC, to be held June 26-27, in Montreal, Canada. This conference will focus on the confluence of consumer and trade economics, both from a methodological and empirical standpoint. The objective is to examine consumer demand for quality attributes (including food safety) in the context of a global economy and expanding international trade and the role of both private firm strategies and public policy in facilitating consumer choice and free trade. The second conference is Consumer Effects of Concentration and Consolidation in Food Markets, co-organized with the USDA Economic Research Service, to be held in the Spring in Washington, DC. The goal is to assess and enhance the current state of knowledge by industry and for sectors beyond the farm gate. The conference will provide a forum for the presentation of current research and for informed discussion of the data, methods, and findings. It will generate practical economic information for decision makers concerned with public policy or private economic activity.
