In 1997, the first year of the new NE-165 Project, the members concentrated on building by doing extensive planning and initiating of work to be accomplished over the following 4 years. Project members also continued to be very productive during the year in completing research initiated earlier. The publication list for the year includes 9 regional publications, 61 journal articles, 2 edited proceedings and books, 19 book chapters, 32 station and agency publications, and 10 theses and dissertations. Project members were very active in professional meetings and other forums across the United States and in Europe during the year.
As part of its building and planning process, the Project held 2 meetings for members in 1997 that focused on in-depth discussion of research projects and collaborative work. At the June meeting, joint discussion and efforts focused on three areas. The first was risk assessment and benefit/cost analysis, with a specific emphasis on HACCP: Benefit/Cost and Structural Impact Analysis: Discussion of Early Research Approaches and Results. The participants evaluated methodologies for measuring the benefits and costs of HACCP adoption and planned application of the best methodologies to future research. They also made plans for a major conference on the Economics of HACCP to be held in 1998. The second area of focus was food safety research being done at the Economic Research Service of USDA, particularly on valuation and risk assessment. The exchange highlighted the need for further work on valuation issues. The third emphasis of the meeting was Voluntary and Mandatory Standards, Certification, and Labeling. The role of information policies is increasing in the food system and NE-165 Project members worked to coordinate their research approaches and methodologies at this meeting.
The Project met again in October to further develop projects and collaborative work. The focus at that meeting was on organizing the Project=s analysis of the impacts of changes in strategies, technologies, consumer behavior, and policies on the economic performance of the food system. The discussion focused on three areas. The first was Market Power and Market Performance, including identifying and estimating market power, and the links between market power and broader market performance. The second area of focus was Policy Analysis, particularly antitrust and consumer protection. The final area was Comparative Analysis of U.S. and European Food Systems, including research on retail and manufacturer power shift, firms active in both markets, private label vs. national brand questions, regional product identification, and antitrust policy. In all three areas, the researchers evaluated approaches and methodologies for carrying out future research and planned this work. The discussion laid the groundwork for planning three future conferences: Consolidation in the Meat Sector (February 1999), Transitions in Agbiotech: Economics of Strategy and Policy (June 1999), and Pricing Strategy Studies in the Food System (tentative for 2000).
In 1997, NE-165 also concentrated on participating in research forums jointly organized with others. For example, several members of NE-165 participated in organizing the June 1997 conference titled Vertical Relationships and Coordination in the Food System held at the Sacred Heart Catholic University in Piacenza, Italy. Four of the six plenary session papers were written by NE-165 participants. In addition, the book Vertical Coordination in the Food System based on the NE-165 conference held in June 1995 was accepted for publication by Ashgate Publishing Ltd. NE-165 members were very active at the July 1997 meeting of the American Agricultural Economics Association, participating in principal paper sessions, selected paper sessions, and symposia.
During 1997, the Project continued to focus on improving communication among researchers and between researchers and decision makers. The proceedings from our June 1996 conference on Strategy and Policy in the Food System: Emerging Issues, and most other NE-165 publications, were posted on the leading web-based research site for agricultural economics, AgEcon Search (http://agecon.lib.umn.edu/ne165.html). There they are instantly available to researchers around the world. NE-165's core group at the Food Marketing Policy Center, University of Connecticut, and University of Massachusetts played a major role in supporting collaboration and communication. It organized the Project meetings, continued development of the NE-165 web site (http://www.umass.edu/ne165/) and maintained a listserv for the group. The Center continued to purchase and maintain 12 major data sets that are used on a regular basis by NE-165 members. The effectiveness of NE-165 research has been significantly enhanced by the availability of these detailed data sets. The core group also provides support for the NE-165 Working Paper and Reprint Series, which are distributed to over 200 economists, research libraries, and others worldwide. The Food Marketing Policy Center is funded by a CSREES Special Research Grant.
In 1997, NE-165 research was used by policy makers and private parties through their direct discussions and interactions with Project members, access to publications and working papers, and Congressional testimony. The scope of this impact became increasingly international during the year. Many of NE-165's impacts are discussed on the Project=s web site at (http://www.umass.edu/ne165/impacts.html). Under the Project's first objective, strategy and policy analysis, Project researchers participated in a major discussion on vertical coordination and relationships with researchers working in the European Union. They also prepared analyses of, and in some cases participated in, major antitrust cases in the United States. Project members contributed a broad range of useful research on the operation of food markets in the United States and the world, focusing on pricing, competition, and policy issues.
Under the Project=s second objective, providing economic analysis of private and public strategies in order to assess their impact on improvement in food safety and other quality attributes, members continued to be at the forefront of analyzing the benefits and costs of the on-going mandatory requirement by FDA and USDA/FSIS of a Hazard Analysis at Critical Control Points (HACCP) approach to food safety assurance by companies in the seafood, meat, and poultry industries. Economic methodology was also applied to analysis of the operation of markets for other quality attributes such as nutrition, pesticide residues, use of inputs produced with biotechnology, and other process attributes such as environmental friendliness. This research is directly used by private companies in their market analysis and by federal and state agencies in their rule-making.
Next year will be the second year of the current NE-165 Project. During 1998, Project members will hold a major conference in June focused on the Economics of HACCP: New Studies of Costs and Benefits. This conference will engage researchers from the United States and around the world in discussing approaches to and results from economic analyses of HACCP implementation in the food industries. The Conference will be chaired by Laurian Unnevehr (IL).
NE-165 members will also be very active at the AAEA meeting in Salt Lake City in August. These activities include: Free Session on the HACCP Conference: Future Directions for Research; Symposium on The Adequacy of Cost of Illness for Valuing Health Risk Reductions; Symposium on Private Incentives for Food Safety Assurance; Symposium on Foreign Direct Investment; Symposium on Retail Consolidation; and numerous other papers and posters. Several NE-165 members are also involved in the pre-conference on Economic and Policy Implications of Structural Realignments in Food and Ag Markets: A Case Study Approach.
The Committee will also hold a meeting for members only in the Fall to focus its research plans and future conferences. Two conferences are already planned for 1999: 1) Consolidation in the Meat Sector to be held in February in Washington, DC, Conference Steering Committee Chair: James MacDonald (USDA/ERS) and 2) Transitions in Agbiotech: Economics of Strategy and Policy to be held in June in Washington, DC, Conference Steering Committee Chair: William Lesser (NY).
