The first major accomplishment of the Project during 1996 was several publications resulting from our 1995 research conferences that make this work widely available to decision-makers and other researchers. These publications reflect the conferences' effort to bring together researchers using similar or complementary research methods to build collaboration, critique and compare results, build consensus on the conclusions of research in progress, and lay the groundwork for more consistent research approaches.
Two of the 1995 conferences contributed to work under Objectives 1 and 3 of the Project, strategic decisions and food system performance. Several of the papers from the conference titled Food Retailer-Manufacturer Competitive Relationships in the EU and USA, organized by Cotterill (CT) and held in Reading, England in July 1995, have now been published as a special edition of the journal Agribusiness. This publication is a base for NE-165's new, stronger emphasis on the role of international markets and regulatory systems in influencing food system performance. Royer (NE) and Rogers (MA) are editing the proceedings from the conference titled Vertical Coordination in the Food System, held in June 1995 in Washington, DC. The book will focus on use of contractual arrangements among firms; changes in firm boundaries, organizational structure, information, and incentive systems; and the role of public policy in influencing vertical relationships in the food system.
The two conferences that were organized in 1995 under Objectives 2 and 3, food safety and food system performance, have also resulted in widely read publications. The proceedings of the conference Tracking Foodborne Pathogens from Farm to Table: Data Needs to Evaluate Control Options, held in January 1995 in Washington, DC and organized by Roberts (USDA/ERS), Jensen (IA), and Unnevehr (IL), have been published by the Economic Research Service, USDA. The proceedings are being used as an example of successful multidisciplinary work among scientists to consider data necessary to assess foodborne pathogen risks. The proceedings of the conference titled The Economics of Reducing Health Risk from Food, held in June 1995 in Washington, DC, have also been published and are available on the Worldwide Web at AgEcon Search (http://agecon.lib. umn.edu/ne165.html). These two proceedings are one of the first sources of published research results on the supply side of the market for food quality. They are serving as a groundwork for new international work on the economics of private and public supply of food safety.
The Project's second major accomplishment during 1996 was to do the necessary work to position itself to do productive research during the next five years. During the year, Project members participated in writing final drafts of the new Project proposal in response to comments from outside reviewers and the Northeast Directors. This process was successful with the Project being approved for a new 5-year term lasting from 1996-2001. Project members completed very substantial research under the previous Project's 3 objectives, as evidenced by the list of publications included in this report. As discussed below, this research was used by decision makers and several federal agencies. NE-165 members were very active at the July 1996 meetings of the American Agricultural Economics Association, participating in 2 principal paper sessions, selected paper sessions, and symposia.
To launch the new 5-year term, the Project held a broad-ranging conference on Strategy and Policy in the Food System: Emerging Issues in Washington, DC in June. The conference, organized by Caswell (MA) and Cotterill (CT), set the stage for future NE-165 work by discussing leading edge research issues in the food system related to measuring market power, understanding vertical linkages, analyzing international markets for food and food safety, and better measuring the private and public benefits and costs of regulatory policy. The over 75 participants included staff from the Federal Trade Commission, U.S. Department of Justice, Food and Drug Administration, and U.S. Department of Agriculture; several European researchers; academics from U.S. universities, including many members of NE-165; and representatives of industry and consumer groups. Proceedings from the conference will be published in 1997. Project members also had a two-day meeting in November 1996 in Orlando, FL to plan collaborative work during the new term and held elections for Project officers in December 1996.
The third major accomplishment of the Project during 1996 was to further strengthen our communications network and infrastructure for promoting productive research and collaboration among Project members. NE-165's core group at the Food Marketing Policy Center, Universities of Connecticut and Massachusetts, played the major role in this effort. It organized the June 1996 conference and other Project activities. It also initiated publication of NE-165 results on the Worldwide Web at AgEcon Search, did development work on a Website for the Project, and maintained a listserv for the group. The Center continued to purchase and maintain 12 major data sets that are used on a regular basis by NE-165 members. The effectiveness of NE-165 research has been significantly enhanced by the availability of these detailed data sets. The Center staff was active in writing the final drafts of the new NE-165 Project proposal. The core group also provides support for the NE-165 Working Paper and Reprint Series, which are distributed to over 200 economists, research libraries, and others worldwide. The Food Marketing Policy Center is funded by a CSREES Special Research Grant.

NE-165 is the leading national research group on the economics of food safety and nutrition. During 1996, Project members initiated extensive research on the benefits and costs of the on-going adoption of Hazard Analysis Critical Control Points (HACCP) by FDA and USDA/FSIS as a major approach for assuring microbiological food safety. Economic methodology is also being applied to analysis of the operation of markets for other quality attributes such as nutrition, pesticide residues, use of inputs produced with biotechnology, and other process attributes such as environmental friendliness. This research is directly used by private companies in their market analysis and by federal and state agencies in their rule-making.
