If a course has consent requirements (department/instructor consent), students will not be able to register themselves into the course.  They must see the department or instructor first.  When students are approved for registration, whoever in your department has been authorized and trained to process enrollment overrides (SPIRE B) will need to add them to the course using the SPIRE system.
