-The Department of Early Education and Care (EEC) in its capacity as a licensing agency, licenses all child care programs in Massachusetts. EEC enforces strong licensing standards for the health, safety and education of all children in child care. -Child care programs include family child care homes, child care centers, school age child care programs, residential programs for children, adoption and foster placement programs. In each of EEC's five regional offices across the state there are licensors who are responsible for the licensing of child care programs. Generally, licensors are responsible for one particular type of care. EEC is also responsible for investigating complaints that are made against child care providers, and residential and placement programs. Some complaints are quite serious involving allegations of abuse and neglect. Across the state in our regional offices, investigators are ready to respond when a complaint comes into any of EEC offices. Our goal is to ensure that all providers offer the same high level of child care.
