Center for Educational Policy
The Center for Education Policy in the School of Education at the University
of Massachusetts Amherst was created to put the University's research capacity
to work on key education policy issues in Massachusetts, in other New England
states, and beyond.
The Center conducts studies and evaluates programs on topics relating to
K-12 education reform and K-16 alignment, access, and outcomes.
The Center also convenes policy leadership conferences, bringing together
legislators, executive branch staff, educators, union leaders, researchers,
funders, and other education stakeholders to share research findings and
test policy solutions.
Policymakers interested in expert assistance, and faculty and graduate students
interested in conducting education policy studies, are encouraged to contact
the Center for Education Policy.

Center for Educational Assessment
The Center for Educational Assessment in the School of Education at the
University of Massachusetts Amherst conducts research and provides training
in the areas of psychometrics, research methods, and educational statistics
to promote fair, useful, and efficient educational assessment practices.
Formerly known as the Laboratory of Psychometric and Evaluative Research,
the Center was founded in 2000 by Professors Ronald Hambleton, Hariharan
Swaminathan, and Stephen Sireci in response to the increasing use of educational
tests in educational reform movements in the United States and throughout
the world.
The Center provides technical expertise in areas such as test
development, item response theory applications, equating, standard setting,
test selection and evaluation, and program evaluation. Recent and current
Center research activities include performing quality control analyses on
the Massachusetts Comprehensive Assessment System annual equating, conducting
research on the computerization of the Uniform Certified Public Accountants
Exam, developing assessment systems for adult basic education in Massachusetts,
and conducting studies to evaluate the National Assessment of Educational
Progress.
The Center is a valuable resource for educational policy makers
and others who use tests to make important decisions regarding
individuals, organizations or institutions. Services provided
by the Center include test development workshops; statistical
services such as norming, scaling, and equating; conducting standard
setting studies; internal and external audits of current testing
programs; evaluating test translations; helping teachers and
policy makers better understand and use test results, and training
individuals in statistical and psychometric modeling. The Center
currently has four faculty members and three staff affiliates and provides
funding for approximately 18 graduate students in the Research and Evaluation

Center for International Education
The Center for International Education (CIE) is part of the Department
of Education Policy, Research and Administration (EPRA) in the
School of Education at the University of Massachusetts Amherst.
CIE is closely integrated with the academic program in International Education offered
by EPRA. Together they offer graduate level professional training,
service and research opportunities in the areas of International
Development Education, Education Policy and Leadership, Nonformal/Popular
Adult Education, and Internationalizing U.S. Education. more...

Center for School Counseling Outcome Research
The Center for School Counseling Outcome Research (CSCOR) is dedicated
to improving the practice of school counseling by generating, identifying,
and disseminating research related to the field, providing evaluation and
consultation to support best practices, developing interventions with demonstrated
efficacy and positive outcomes, and building the capacity of school counselors.
CSCOR provides a range of services, including professional development
training, intervention and program evaluation, and consultation. Through
partnerships with individual schools, school districts, the Massachusetts
Department of Education, and other state and federal agencies, CSCOR strives
to support various constituencies across the field of school counseling,
including students,, school counselors, teachers, administrators, and counselor
educators in order to enhance and further the mission of school counseling.
