Educator Licensure Programs: CTEP MTEL Requirements
Educator licensure in Massachusetts requires that all candidates for Initial
licenses pass the Massachusetts Tests for Educator Licensure (MTEL). The MTEL
examine communication and literacy skills and subject matter appropriate to
the license sought. The Communication and Literacy Skills Test consists of
one four-hour section, divided into two sub-tests (reading and writing skills).
Each Subject Matter Tests consists of one four-hour section designed to test
the candidate's mastery of the subject matter in the area of the license sought.
Note: Early Childhood and Elementary Education candidates are required
to take two subject tests. (See details below.)
Communication & Literacy Skills (CLS) Test
- All CTEP Candidates: Must PASS the
CLS test prior to admission to the CTEP licensure program.
Subject Matter Test(s)
- Although passing scores on the remaining two MTELs (Foundations of Reading and General Curriculum or Early Childhood) are not required for application to CTEP, these two MTELs must be passed by June 1 of the summer before you begin CTEP.

- Early Childhood Subject Matter test

- Foundations of Reading test
- General Curriculum test
