School and District Intervention: A Decision-Making Framework for Policymakers (2002)

Under a contract with the Massachusetts Business Education Alliance (MBAE), the Center for Education Policy developed an analytic framework and a series of case studies illustrating the parameters within which states operate in trying to determine what to do to improve failing schools.

The framework served as the basis for a "strategic thinkers" conference of business and education leaders in early 2002 and informed the development of MBAE's policy proposal in this area.
