Audrey Selian was a Doctoral Fellow at the NCDG while she pursued a Ph.D. at the Fletcher School of Law & Diplomacy at Tufts University.  She holds Masters Degrees from the Fletcher School (2001) as well as the London School of Economics (1997) in International Relations. Her areas of specialization include technology policy and management, international information and communication, and the field of law and development. Her academic work focused on the impact of ICTs on post-communist states, particularly insofar as they affect innovation, economic development, and political governance in Eastern Europe and the Caucasus. Prior to re-entering academia, Audrey worked as a research consultant in the retail/consumer products and e-business strategy groups of PricewaterhouseCoopers Management Consulting in New York.

Selian has held short-term external consultant positions at the Strategy and Policy Unit of the International Telecommunication Union (ITU) in Geneva, Switzerland, working on issues around "3rd Generation" mobile technologies, and "ICTs and Human Rights" (as background work for the World Summit on the Information Society).
