New England Regional Student Program (NERSP)

Or, why it’s great to live in New England (besides the leaves and lobster)


NERSP is a program created by the New England Board of Higher Education to make a broad education available to all New England residents. The program gives a tuition break to New England residents enrolled in certain programs not offered by their home state’s public colleges and universities. NERSP students from Connecticut, Maine, New Hampshire, Rhode Island, and Vermont enrolled at UMass Amherst pay 50% above in-state tuition, rather than out-of-state tuition, if they choose a major not offered in their home state. No additional application is required—you just need to check off the NERSP box on the application for admission.

The Regional Students Program publishes an annual catalog—The Apple Book—that lists all eligible degree programs, the institutions that offer them, and residents of which New England states may enroll as NERSP students.

All 78 public colleges and universities in New England participate in the NERSP. Together, these two-year and four-year higher education institutions offer more than 700 academic programs at reduced tuition to out-of-state New England residents.
